Circle Receives NYDFS Trust Charter

NEW YORK, July 31, 2026 — Circle Internet Group, Inc. announced Friday that the New York Department of Financial Services (NYDFS) has granted a limited purpose trust charter to Circle Internet Trust Company LLC, which will operate as Circle New York Trust.

According to Circle, the charter strengthens the regulatory foundation supporting the company and USDC. The company said the authorization underscores its commitment to safety, transparency, and compliance while building on its regulatory relationship with NYDFS, which began in 2015 when Circle became the first company to receive a BitLicense from the agency.

Circle said obtaining a New York trust charter had been a longstanding objective because of the regulatory clarity associated with the framework. The company said Circle Internet Trust Company LLC will operate as Circle New York Trust and noted that New York serves as its global headquarters.

Jeremy Allaire, Circle’s co-founder, chairman, and chief executive officer, said the charter reflects more than a decade of regulatory commitment and positions USDC within “a strong, respected framework” as digital dollars become increasingly central to the global financial system.

Regulatory history with NYDFS

According to Circle, its regulatory relationship with NYDFS began in 2015, when the company became the first recipient of a BitLicense issued by the agency.

Allaire described NYDFS as “an international standard setter for digital asset regulation” and said earning a New York trust charter had been a longstanding objective for the company because of the regulatory clarity it provides.

Why it matters

The trust charter marks another regulatory milestone for Circle and expands the company’s regulatory framework in New York, where it is headquartered.

The announcement also highlights the continued role of state-level financial regulation in the U.S. digital asset sector. According to Circle, the charter provides additional regulatory clarity for its operations and the USDC stablecoin.
